HFSC’s Board of Directors Appoints CEO, President

The Houston Forensic Science Center’s Board of Directors voted unanimously Friday to
appoint Dr. Peter Stout CEO and president of the corporation.
Dr. Stout has been serving as HFSC’s interim CEO and president. Dr. Stout joined HFSC
in February 2015 as chief operations officer and vice president. In that role Dr. Stout
oversaw the reduction of HFSC’s turnaround times and the elimination of backlogs.
“Dr. Stout has intimate knowledge of HFSC’s operations and is perfectly suited to bring
the corporation to the next level,” said Nicole Casarez, chair of HFSC’s board of
directors. “The board looks forward to working with Dr. Stout to make HFSC a
nationally recognized forensic lab that provides credible, impartial science to the justice
system.”
Dr. Stout has nearly 20 years of forensic science and forensic toxicology experience. He
joined HFSC after serving as a senior research forensic scientist and director of
operations in the Center for Forensic Sciences at RTI International. Dr. Stout has also
served as president of the Society of Forensic Toxicologists (SOFT.) He has represented
that group in national policy discussions on the future of forensic sciences in the United
States. Dr. Stout also served as an officer in the U.S. Navy Medical Service Corps.
Dr. Stout has a doctorate in toxicology from the University of Colorado Health Sciences
Center in Denver.

HFSC’s talented team of scientists to provide Houston’s justice system with reliable,
balanced forensic science that helps keep the community safe,” Dr. Stout said.
HFSC is a local government corporation that provides forensic services to the City of
Houston and other local agencies. HFSC is overseen by a Board of Directors appointed
by the Mayor of Houston and confirmed by the Houston City Council. Its management
structure is designed to be responsive to a 2009 recommendation by the National
Academy of Sciences that called for crime laboratories to be independent of law
enforcement and prosecutorial branches of government.
HFSC operates in eight forensic disciplines.
